Puppies are just like human infants, they have terrible immune systems. Pet-friendly public places are a hotbed for germs and disease- vaccinated dogs can still carry the lepto, distemper, or parvo virus into these places without getting sick themselves, spreading the disease to unvaccinated animals- and there are stupid people out there who bring their sick dogs to these places.
